برنامه‌ریزی راهبردی - عملیاتی توسعه شهری ( مطالعه موردی: شهر بندرعباس)

چکیده

امروزه شهرها با چالش های متعددی همچون فقر، عدم عدالت اجتماعی، تخریب محیط زیست از طریق آلودگی آن مواجه بوده و به منظور جلوگیری از رخ دادن این گونه معضلات و مشکلات نیاز به یک برنامه ریزی مدون بیش از پیش ضروری می نماید. شهر بندرعباس با مساحتی بالغ بر ۷۱ کیلومتر مربع و جمعیتی برابر با ۵۲۶۶۴۵ نفر که به عنوان دروازه ایران شناخته شده و از جمله نقاط حساس و استراتژیک کشور بشمار می رود، طی دهه های اخیر با چالش هایی همچون توسعۀ نامتوزانن، ضعف بخش خدمات، سوء مدیریت منابع آب و خاک و حاشیه‌نشینی شهر روبرو بوده است.بنابراین اهمیت وجود یک برنامه ریزی راهبردی را دوچندان کرده است. پژوهش حال حاضر به لحاظ هدف کاربردی و از نظر روش شناسی از تحقیقات توصیفی – تحلیلی می باشد. در این پژوهش ابتدا از طریق پرسشنامه با مشارکت۳۵۰ نفر از شهروندان که به طور تصادفی انتخاب شدند معضلات و مشکلات شهر بندرعباس استخراج و براساس آن جدول SWOT تهیه گردید. در این مطالعه به منظور تخصیص ضریب اهمیت به هریک از عولمل بیرونی و درونی با استفاده از الگوی PRA از طریق ۲۰ نفر از متخصصین این حوزه طی جلسات برگزار شده تکمیل شد. با توجه ضرایب نهایی عوامل درونی و بیرونی که به ترتیب برابراست با ۷۷/۲و ۷۴/۲ ماتریس IE و قرارگیری نقطه تلاقی عوامل داخلی و خارجی در خانه شماره ۵ گویای این نکته است که با برنامه ریزی مناسب تر و ادامه روند برنامه ها امکان توسعه و بهبود عملکرد، وجود دارد. راهبردهای مورد انتظار در این بخش راهبردهایی اقتضایی است.

Introduction: In the last two decades, we have seen a shift from central governments towards more horizontal modes of governance where they interact and cooperate with other parties. This change can be described as a "governance revolution" in this article. Urban strategic planning is a special management tool that encourages citizen participation in local policy decisions. Partnerships that arise from strategic urban planning are created especially for the design and management of sustainable projects for the city. Strategic planning is a management tool for several key purposes: helping the organization do a better job, focusing its energies, ensuring that members are working toward common goals, and evaluating and adjusting its direction in response to an ever-changing environment. Strategic planning is a comprehensive plan that organizations use to achieve their goals.
Methodology: The strategic plans consist of four 5-year plans, which have been omitted to prevent an increase in the volume of the article. This text has been compiled using a matrix structure instead of a linear structure in the program, strategies, policies, and plans to achieve the operational goals and strategic goals and finally realize the vision of Bandar Abbas city in the years of the program. In strategic planning, the program document is a set of visions, strategic and operational (or quantitative) goals, strategies, policies, and projects, all of which are organized to achieve those visions. After identifying the weaknesses, strengths, and threats and analyzing the current situation, it is time to determine strategies, policies, and plans.
Results: Based on the data of the matrix of internal factors and checking the final score of this matrix, the number 2.79 has been obtained. The final score of this matrix shows the average status of the internal influencing factors in Bandar Abbas. After the analysis, the factors of proper coordination and cooperation of the municipality with other institutions of the province had the highest coefficient of importance (0.09) and score (0.36). It is among the strong points, and the factor of lack of proper organization of the beach also got the highest importance coefficient (0.08) and score (0.16) among the weak points. Therefore, the total score of the internal factors is equal to 2.74. Based on the data of the matrix of external factors and checking the final score of this matrix, the number 2.74 has been obtained. The final score of this matrix is indicative of the average status of the internal influencing factors in Bandar Abbas city.
Discussion: This research, to formulate the strategic planning of Bandar Abbas city, has first investigated the weaknesses, strengths, opportunities, and threats through a questionnaire that citizens and interested groups participated in completing the questionnaire. So that the number of participants 350 who were selected was based on random sampling, The respondents, 81% of whom were men and 19% of whom were women, answered questions such as the level of satisfaction with services and facilities, the level of access to services, the condition of urban roads, social security and the performance of urban management. The results show the response of the citizens to the issues in Bandar Abbas city. The level of commuting facilities includes: the quality of the city roads and the quality of the public transportation system and the level of protection and utilization of the city's natural resources for the health of the citizens is at a very poor level, the level of availability of retail and wholesale services and facilities and the level of Satisfaction with recreational services and leisure spaces, the level of satisfaction with the city's infrastructure, such as water and electricity, gas, telephone, sewage, city management performance and the level of social security of the city is at a weak level, the city's ability to create a sense of Belonging and dependence, the degree of solidarity and cultural understanding between citizens, the level of educational services and educational assistance of this city is at an average level, and finally, the level of access to shopping centers and providing daily necessities is at an appropriate level.
Conclusion: As a result, the physical and management criteria were recognized as the most important problems of Bandar Abbas city, with scores of 5.776 and 5.277, respectively, from right to left. To develop a strategic strategy, first, a SWOT table was created, and then the final coefficient was calculated according to the assignment of the importance factor to it and also the nature of the factors. Finally, with the sum of the final coefficients of the internal and external factors, which are equal to 2 and 2.74, respectively, the IE matrix was obtained. The location of the meeting point of internal and external factors shows that with more appropriate planning and continuing the process of programs, it is possible to develop and improve performance. The expected strategies in this section are contingency strategies.
